How do you qualify for MPDU in Maryland? ›

At a minimum, you must earn at least $40,000 and be able to qualify for a mortgage loan of at least $150,000 and have savings for a down payment and closing costs. The amount of money that you can borrow to buy a home will depend on several factors, including your credit history, your savings, job stability, etc.

The Montgomery County Housing Authority (MCHA) provides affordable housing to low-income families, senior citizens, veterans and individuals with disabilities.

No, the MPDU Office will not check your credit history. But your credit history will be reviewed by the lender to verify whether you would qualify for a mortgage loan of at least $150,000. If you qualify, the lender will give you a prequalification letter to include with your application.

MPDU Certificates for purchasing MPDUs are valid for one year. You may renew your Certificate beginning 60 days prior to the expiration date.

HOC (the Housing Opportunities Commission) is an agency not directly related to the MPDU program. HOC mainly works with lower income households. HOC may also provide financing for the purchase of homes, including MPDUs.

General Rules of MPDU Homeownership

MPDU requirements are enforced through MPDU Covenants, which are placed on the property prior to sale for a certain length of time (a “control period”). An MPDU control period begins on the settlement date of the initial sale of the MPDU and currently lasts 30 years.

Tenant-based Section 8 Housing Choice Vouchers, the Project-Based Section 8 program, and Public Housing are the largest and primary rental housing assistance programs for low-income families.

Landlords typically look for a credit score of 620 or higher. A higher credit score may increase your chances of getting approved and may result in better rental terms. Other factors like income, rental history, and employment stability also play a role in the approval process.

To be eligible you must pass our screening criteria, which includes a criminal background check. Applicants must be at least 18 years of age and fall within the income guidelines set for the program. Please be aware that HOC is only able to assist families depending on available funding.

Minimum Threshold and Percentage Required

The percentage of MPDUs required is 15% of the total number of units for rental properties and 15% of the total number of units in the development of for sale properties.

Montgomery County's Workforce Housing (WFH) Program makes affordable housing available for rent and purchase to households who live and work in Montgomery County, but whose incomes are too high to participate in the County's Moderately Priced Dwelling Unit (MPDU) program.

The federal law that established Section 8 does not require landlords to participate in the program. But some states do. In Connecticut, Maryland and Massachusetts, for example, landlords may not refuse to rent to current or new tenants who become or are eligible for Section 8 help.
